Surveillance/ Counter-Surveillance

The word "surveillance" conjures up a wide array of images in the public mind. Shaped by movies, novels, and television, the collective mindset is one of intrigue and excitement. Nothing could be further from reality.

In an environment where life and death is at stake, and where a threat hangs in the air, surveillance represents a vital tool in preventing a tragedy. In that regard, surveillance is conducted on individuals that are suspect - those who might carry out a threat (or perceived threat) - and whose every move must be monitored.

This is accomplished by altering travel routes, publishing disinformation, changing meeting locations and times when appropriate, and ensuring activities conducted by those under protection never fall into a routine or pattern.
